Page controls show up every time a chapter is loaded

Describe the bug: Page controls show up every time a chapter is loaded (when you click on a chapter in the chapter list, and when you click the next or previous chapter button)

Steps to Reproduce:

1. Go to Library
2. Click on an item
3. Click on a chapter
4. (Optional) Click in the middle to dismiss the controls, then click on the previous or next chapter button

Expected behavior: The controls to not immediately display when I open a chapter

Oops, there already a toggle for that. Settings -> Reader -> Reader initial overlay
