Fix the height of sidebar scroll #20

Setting과 History 블록의 스크롤을 정상적으로 동작하도록 수정했습니다. 스크롤이 생김에 따라서 Setting이 많아지면 New setting이 안보이는 문제가 있어서 맨위로 올렸습니다.
