check ontology version URLs #33

The domain and form of ontology URLs have changed from 2.2 to 2.3:

        owl:priorVersion      <http://entsoe.eu/ns/CIM/EquipmentReliability-EU/2.2> ;
        owl:versionIRI        <https://ap.cim4.eu/EquipmentReliability/2.3> ;

Is this intentional?

None of these URLs resolve: should I post a separate task to serve the ontologies from their URLs?
