I tried it out - and if you use the outer region after serialisation, the resultant html contains some (but not all) of the inner region edit chrome.
it might be easier to either fail out completely (ie, refuse to render edit UI things for the inner regions) or when serializing the outer region, replace the mess with whatever the inner region considers its serialisation.
