Create Initial Project

To program the parade robot, we need to have a VS Code robot project to program in. The creation of this project involves the following steps:

• Create initial VS Code project using WPILib New Project wizard
• Add Git Submodule for Hardware Abstraction
• Add Vendor deps for:
  • CTRE
  • Rev
  • NavX
