Spell haste doesn't reduce Ranger Rain Arrow cooldown

Self explanatory, i obtained max haste from ascencion tree, skill tree and stuff, cooldown didn't change from the base 11 (visually, maybe 12) sec value, even if it should have been reduced to at least half of the initial number with a full build.

If any further information is needed i'll be glad to provide.

I'm playing on 1.20.1 with Connectors on Forge.
