Switch to (temporary) SwiftPM fork to open up Vapor/NIO dependencies #3126

This is in preparation for Swift 6, to be able up update to upstream changes which have been held back so far.

This is temporary until we can get https://github.com/apple/swift-package-manager/pull/7649 merged.
