Role-Based Honor #85

@ role++ and @ role-- should record the honor amount for the role as a whole, and also provide ++ and -- for each member with the role, excluding the member triggering it if they're a part of that role.

New commands: !honor @ role @ role++ @ role-- @ role–

I feel like that might end up with a lot of accidental triggering but I also don't have better suggestion :( the @ completion for the user/role is great instead of typing the whole thing out (especially on mobile for userIDs) which would be a bummer to lose if we made it something like !honor #role or w/e

After discussing with @DaKing , not going to include !honor @ role, to avoid pinging across all members in the role.
