Opening t.me and tg:// links in Swiftgram #15

We need to leverage Swiftgram link parser to create a shortcut "Open In Swiftgram" that will invoke sg://parseurl. Apple's Shortcuts can even encode incoming URL to preserve parameters

For that purpose, Swiftgram 10.5.3 supports sg://parseurl?url=$URL with url-encoded url.
