Add all the IMD datasets as multiple releases in one series #367

This is now available on https://dluhc-pmd5-prototype-ui.publishmydata.com/datasets/dataset-series/?series=English-Indices-of-Deprivation

Some issues that came up:

  1. releases don't support dh:reasonForChange yet (#347)
  2. I had to make up a series name and description that sums up all the datasets.
  3. The comment attached to the datasets have nowhere to go when they're uploaded as releases because releases don't support comments. (don't know if this is big deal but just mentioning it - it would be nice to have something short to summarise what the release is, but maybe reasonForChange could be this)
  4. The descriptions are really long after expanding - In some cases I cut out large chunks of the text so it looks a little better.
