Components with dataset-level attachment #78

Some components like Seasonal Adjustment on International Trade Basis are commonly constant for all observations in a cube. These tend to be left-off because it seems redundant or implicit. Indeed within the PMD cube view they're not helpful for filtering. They are important for choosing datasets and so structural search.

We could encourage data authors to model these at a higher attachment level and rely on the normalisation algorithm to "push down attachment levels". As far as OOK is concerned it would be equivalent.

This would lead to (apparently) redundant columns in PMD, but I'm not sure this is really a problem. We could alternatively hide them from the table view (but surface them in another tab).
