2 years ago We've been deploying to a single environment and haven't needed to use the staging project on GCP. Any newly provisioned server could serve as a staging environment for OOK so long as it's not added to the load balancer group.
I'm closing this as it's proved to be a non-issue.
If we've got 2 environments, the deploy scripts etc will need to know how to target one or the other (both for understanding the purpose of a command and also finding servers).
