These will be taken from drafter instead Swirrl/muttnik#658.

We might ultimately replace them with a model of the upstream dataset Swirrl/cogs-issues#35.

We should update the AP accordingly.

Follow-up conversations about this lead to the following spec:

dataset issued date must be supplied in the metadata graph (#28)
dataset modified dates will be supplied by drafter but PMD can be configured so that the metadata graph overrides this (#29)
record issued and modified dates are no longer required

I've addressed the last bit with d51fc8c and updated the AP.
