Add URL and BugReports fields to DESCRIPTION #225

This is for the JOSS review, checklist item: "Are there clear guidelines for third parties wishing to 1) Contribute to the software 2) Report issues or problems with the software 3) Seek support"

Describe the bug Users that find your package on CRAN may have a hard time finding the relevant guidelines to report a bug or to browse the source code (available only at the bottom of the README currently). This can be solved by adding the following to the DESCRIPTION file
