Integrate Matomo #1983

Mouseflow https://mouseflow.com or https://matomo.org should be integrated into the UI. This is a follow-up to #1918.

We decided for Matomo cause it can be installed locally. More info on the analysis here https://github.com/SwissDataScienceCenter/renku-ui/issues/1918.

Still waiting for the OK from the legal department. IT's a nice to have, but lower prioritiy
