It would be great to provide countries with a set of VA cases that should be used following localization of the questionnaire to validate that the algorithms still perform as expected.

I know this is a pretty old question but in case there's still interest, I wanted to point to a test that the ODK project has over this form: https://github.com/getodk/javarosa/blob/master/src/test/java/org/javarosa/smoketests/WhoVATest.java It targets some specific aspects of the form's design and not the full algorithm but a similar idea could be used to meet the stated goals.
