create more precise error message for "SerialNumber mismatch" #3

Again a customer got: "SerialNumber mismatch. We strongly advise to go through the Pre-Signing Process in order to retrieve the actual Mobile ID SerialNumber (en)" within hours of installing the mobileID app and being successfully identified

1) when the RA Agent re-identified, that went well, but both the discrete signer and Skr... refused QES. 2) during yet another re-identification, we noticed that the acceptance of the T&C of AIS what not really inside the mobileID app, but that the user got an sms with an URL.

==> the user went back to the mobileid.ch site and was not fully active on the mobileID side. Once the image

was successful, the QES on both front-ends worked.

==> please provide a more actionable error message !
