Avatars in chatbox messages inconsistently display for offline users #106
In chatbox messages, if the owner of the chatbox license was offline (and had not recently been online), then their avatar would have not been shown.
To reproduce
Create a chatbox command service
Leave the game
Ask a friend to start a SC client and try your command
The friend will notice that they cannot see your avatar in the chatbox response, despite the fact that it is possible to see avatars of chatbox responses where the license owner is currently online
