Describe the bug

CB licenses sometimes become rate limited until the server restarts when multiple CB clients reply to commands at the same time.

To reproduce

  1. Set up 2 CB clients with the same license
  2. Make them send messages to a player simultaneously
  3. Send messages until they get permanently rate limited

Expected behavior

No response
