Added a new turtle upgrade that can use the sc-goodies magnets #40

This upgrade allows turtles to get items from afar in cost of fuel (distance squared), distance is limited currently to 24 blocks to each side (so about 49 blocks, with the turtle being the center)

You're insane if you think that it's balanced for a turtle to be able to pull from a (greater than!!) 3x3 chunk area around it - that should definitely be reduced to the maximum radius offered by the largest upgrade for a magnet.

i've changed the radius to be the same as the max item magnet (so 6 blocks), and the only valid magnet for it is the tier 3 magnet

Thanks for taking the time to make a PR for this! I've sat on this one for a while because I wasn't fond of the premise of turtles using magnets to begin with. And unfortunately, that hasn't changed, so I don't think I'm going to merge this.
