Commands Aren't Working or Coming up Whatsoever #42

I downloaded this plugin to me and my friend's GGServers server and whenever I type in the cmd, it doesn't even come up as a command, saying it's an unknown or incomplete cmd, is there another plugin I need, or is this an issue with the server itself?

Check your server startup log, there is probably an error message.
