Add an optional module for creating Panel of Normals

Description Panel Of Normals (PoNs) are used for identifying somatic short variant events in Illumina short read whole genome sequence data. The creation of somatic Panel Of Normals (PoN) involves converting the Normal BAMs to PoN. The PoN's are -

• Made from normal samples i.e. the samples derived from healthy tissue and
• Their main purpose is to capture recurrent technical artifacts in order to improve the results of the variant calling analysis.

Users should be able to either choose

• Their own panel of normals (if available)
• or use this module to generate a PoN from the normal bams.

Activities

• [ ] Integrate the required components to this repo as a optional task
• [ ] Add instructions for how to apply this feature to the README
• [ ] Have functionality tested by someone else
