Would probably have to do some policy like 5% of your university's users or 10 people, whichever is larger, must request a specific syllabus for a chance to email the professor. Once that number is hit an admin should be emailed to review the request and green-light an email to the professor for their syllabus. If an admin decides to deny it or the professor decides not to post it, that is all we can do, no more pestering. If a syllabus gets uploaded, we can notify the students who requested the syllabus.
This can also be expanded to a notification system where students can put specific syllabi on their 'watchlist' and notify them when one is posted.
