This will hopefully make future UI reworks easier.
This required a change to the Paypal footer, so I yanked it out into its own HTML fragment file to keep changes isolated.
And made the body a flexbox container to get the footer to be at the bottom of the page, which hopefully won't cause a huge headache in the future.
Any visual changes are incredibly minor, so not including any pictures here.
(Oh, but I did remove the Paypal footer from the login page since that one doesn't inherit from base)
