Update slang static-build patch #125

We are unable to apply the patch to current sources.

Hopefully this fixes the issues with slang build in CI.

We should really get this as a feature that can be enabled in upstream slang.

Created https://github.com/MikePopoloski/slang/pull/303 - if this is accepted in some form we will be able to remove the patch from the conda package.
