Use VTR's vtr_flow scripts for PGO build #155

Once SymbiFlow tests are upstream (https://github.com/verilog-to-routing/vtr-verilog-to-routing/pull/1564), there will be no need to package an .eblif to generate the profile data for PGO in https://github.com/SymbiFlow/conda-packages/pull/143, and the build script can be simplified.
