This PR contains commits from 2 unmerged PRs to the YosysHQ (https://github.com/YosysHQ/yosys/pull/1527, https://github.com/YosysHQ/yosys/pull/1528). Those fix inference of OBUFT and IOBUF cells.

I'm cancelling this PR as we are going to proceed with "octopus merges" for Yosys as we do for VPR.
