What language is your phone in?
Why don't you want it in the same language as your phone?
What other languages does your phone support?
What language does Data Quota install in?
What language would you like it to be in?

A: Lithuanian.

A: Becouse i don't like lithuanian translation of data quota.

A: English, latvian, deutsch, estonian, russian.

P.S. I want to have an option what language to install.

Symbian's built-in installer installs the application in the same language the
phone is in, if it's available. Only if not, it'll show the list of available
languages to choose from.
So if you'd prefer English, you should set your phone language to English, then
re-install the application and and it'll be in English. You can then set the
phone language back to Lithuanian and the application will still be in English.
The same goes for any application.
However, if there's a actual problem with the Lithuanian translation, I'm happy
to fix the text if you'd like to help out!

I would be happy if you could build installer without automatic language
selection, or language option on installed application settings, It would be
very nice from you.
