lkup_geography.sql lower case place names #102

The second word in some counties that have two words (Santa Barbara, Santa Cruz etc) have the second word in lower case. I fixed some of these errors if you want my copy

Thanks Katja, we fixed this issue within some of the portals, but neglected to transfer the fixed data to the repository. I just did this, along with some extended data for other countries, but still not complete globally.
