autofill two word county names with correct capitalization #71

default is that two word county names are incorrectly capitalized; I remember fixing this in SEINet but don't remember any details on how that was done. Ex: San bernardino, not San Bernardino

I think you need to change the values in the lookup table, lkupcounty.
