Add GH URL to DESCRIPTION #46

Was between adding BugReports or URL. In any case I think having the GH URL linked in the DESCRIPTION is helpful for directing users to active development (I was just there trying to find the URL myself)

Thanks @MichaelChirico . I was going to build a pkgdown website for it so I will add that as the URL when it's done.
