Coagulation tank quest is spreading misinformation #1053

Description of the Bug

The quest states that creating the coagulation tank is not required for progression, despite creating rubber without it being impossible image

Reproduction

  1. check the coagulation tank quest
  2. check jei

@trainvoi should remove this as well image since we removed restrictions in https://github.com/SymmetricDevs/Susy-Core/pull/322
