Description of the Bug

supercons don't actually have the 4x amperage buff on the latest release server pack

Reproduction

Run the latest server, e.g. supercons will overamp at their old amperage limits

Hot fix, apply changes from #964 to your server's scripts

When I made my own server on this version, this glitch was not present, and ChangeFlags.groovy was correct. I am assuming that for some reason, this file did not get updated properly for several people attempting to migrate servers.
