In the SBOL 3.0 specification (dated April 1, 2020), Section 5.1 Uniform Resource Identifiers (page 12) the second bullet starts with a confusing sentence:
A TopLevel object’s URL MUST NOT be included as prefix for any other TopLevel object (except for its controlling Namespace).
This seems to say that a TopLevel's URL can be a prefix for its controlling Namespace. Which is the opposite of the intended meaning.
What if the parenthetical said "unless the TopLevel is a Namespace". That makes it more clear that the URLs of Namespaces are allowed to be included as prefix for other TopLevel objects.
