It looks like Section 7.9.2 (Media, Inducers, and Other Reagents) was not properly updated when it was translated from SBOL2 to SBOL3. Many things are specified in terms of Component/SubComponent that should actually be specified in terms of Feature in order to allow ExternallyDefined and LocalSubComponent.
This was the clear intention of these, so I do not believe this requires an SEP.
