oops ig we do need that

acceptance criteria

change panel button into popover button that either opens actionsheet or modal to edit
edit panel modal should let you edit all panel names and create a new panel
panel names should be changeable by regular input but alert if need be
same for create new panel
close should be disabled until save is clicked

i finished this a while ago idk why this is still open
