Add Panel Switching - Githubissues

acceptance criteria

make sure that action sheet renders all panels for a board (it should already)
switching panels should render stacks and cards for that panel only.
should not route to a diff page unless it is significantly easier to implement
cancel for the action sheet should not change the title of the panel, it should just dismiss action sheet
if time permits, try to fix toolbar rendering issues + cardsettings and boardsettings modals not cooperating fully
