cil should be added to environment.yml #203

As our introduction notebooks (and the more advanced ones) use CIL, the users experience will be nicer if we add it.

@paskino I was surprised that CIL isn't installed on the sirf:devel-service docker image (even though it was updated 4 days ago by running Travis). Did we only add it in the jupyterhub image?

weirdly tigre is on there (but astra isn't)

sorry, environment.yml is actually only introduced in #200.

@paskino, maybe you can still clarify my questions above. (I'll install cil and astra in #200)
