Travis CI cannot run current Docker #847

After #844 Travis CI says https://app.travis-ci.com/github/SyneRBI/SIRF-SuperBuild/jobs/613762245#L879

Error response from daemon: dockerfile parse error line 58: Unknown flag: link

@paskino says this needs

export DOCKER_BUILDKIT=1

in our .travis
