We currently try to disable runs if a commit only has files which don't affect the run https://github.com/SyneRBI/SIRF/blob/a31f2d23c76ad43b36611a81e3b3e9f66ba296f6/.github/workflows/build-test.yml#L4-L19 However, this isn't working. See e.g. https://github.com/SyneRBI/SIRF/pull/1157 with @ckolbPTB 's 911fa9ef2dd0041b8229ec665d3606679ed846c1 only affecting CHANGES.md but still triggering a job.
