CMake: set CMP0074 to NEW (honour <packagename>_ROOT env variable) #1260

When STIR is compiled with older versions of pre-built ROOT, SIRF needs CMP0074, see https://github.com/SyneRBI/SIRF-SuperBuild/pull/901. In any case, there's no reason why we should stick to the deprecated OLD policy.
