pip install is incomplete #109

missing nose, coverage, docopt.

Should split lines in INSTALL_prerequisites_with_apt-get.sh into a separate script.

Would become easier after fixing https://github.com/CCPPETMR/SIRF/issues/124.

We also need

sudo apt install python-tk

at least for 18.04 (probably not for 16.04)
