[Package Request] Gstreamer (Tried and failed) #3511

Tried to build this myself in a VM and failed. Afterwards tried to just pack the binaries into a package and after hours of trying to find out how Syno packages work managed to, however it would not run because it was missing other shared libraries, and I'm not exactly sure how to properly handle this without including those external libraries.
