Create better modal popup positioning for mobile devices. #7

Clicking a marker on mobile can sometimes create the popup behind the search bar, giving an ugly user experience and preventing users from reading the content they clicked for.

The JS inside map.js.erb should be refactored to provide a better latitude offset when mobile is detected
