Variant "Target Level" Overrides #10

Any variant (texture/model) could also be assigned a "target level", or "offset".

Given other user settings, this target level would be used to skew a variant to spawn at a different target level than its originating record.

One example use might be that an epic super dagger with an awesome model (#6) and texture (#5) might have crazy stats and enchantments (#7), and with this feature be set to spawn normally at player level 15, say.

This wouldn't mean it can only spawn at player level 15, but just that that is the anchor point to be fed into the other features offered. If the user sets up their probabilities to be driven by #8, for example, then the target level will be what's considered for the probability curve.
