This would build on #14 by just making the zoning a bit more fine grained. Not sure how it would be driven yet, but rather than being triggered by being in a certain cell, it would instead be driven by distance to specific smaller areas.

So for example, maybe "in graveyards", or "near rivers". What constitutes in a graveyard or near a river would need to be ironed out. These might be things that have to be designated by hand where these locations are, but once marked.. this feature would allow you to drive a variant off that information.
