Instead of being applied to an NPC/item variant (eg, this snow fox should only spawn in snow cells)
This feature would instead apply to a zone, rather than applying to an NPC/item. This would then apply changes to anything spawning in a zone (this fetid zone applies this disease to all npcs that spawn inside)
Attach scripts
Add spells
Add diseases
Skew stats (taller/shorter/weaker/etc)
Skew target level. Can always spawn as level 20 player, for ex. Or +5/-5, etc.
Additionally, this feature should offer the ability to add probabilities to attaching these changes? Eg, 50% chance of being diseased.
