A bit different than #29 , this would instead work like this:
A player is level 10. A spawn occurs but rolls to spawn a creature of level 4. Weak.
This feature would compensate by spawning a pack of those low level creatures. So maybe it would spawn 2-3 level 4 creatures for a level 10 character.
Obviously this can be controlled via probabilities as well. Maybe this effect wouldn't always occur. Could be some variance with the amount of extra creatures that are spawned due to this effect.
