Cuts down on papyrus log spam. Because this uses magic effects so they could be unloaded while the scripts are running(!= none, if x), GetFormFromFile produces a error if the plugin isn't loaded. IsPluginInstalled is SKSE but it already required.
Slight performance improvements(Cache ActorBases, Avoid function overhead GetActorBase() vs GetBaseObject() as ActorBase, Fail Early).
