fixes a bunch of bugs:

issuance & shorts need to be updated to latest
latest-rates fragment needs ability to populate on first rate encounter
shorts and issuance need update for totalIssuedSynthsExcludingOtherCollateral function
network has a bug when specifying startBlock option
